Foreign Office, April 26, 1907. THE Japanese Ambassador told me to-day that the Japanese Government had made a counter-proposal to the proposal made to them by the French Government, as described in my despatch No. 79 of the 12th instant. It consisted of one Article in
two parts.
The first part was to the effect that France and Japan, being anxious to see good order and peaceful development in the parts of China adjoining the territories in which either of them had rights of sovereignty, protectorate, or occupation, mutually agreed to work together to insure peace and security in their respective territories. In connec- tion with this part, a Secret Article would be added to the effect that the Province of Fo-kien was considered as covered by this description owing to its proximity to Formosa.
The second part of the Article would say that Japan and France agreed to give each other most-favoured-nation treatment in these territories of theirs. Tonquin and Cochin China were not at present included in the Japanese Treaty with France, and this was the reason for the second part of the Article.
I found a little difficulty in understanding the wording of the first part of the Article. The words would read as if Japan and France were promising to each other peace and security in their own dominions for the sake not of themselves, but of the neighbouring parts of China.
